CDC Used Cell Phone Data to Track Americans During Lockdowns and COVID Vaccination Campaigns

The cell phones of tens of millions of Americans were tracked by U.S. Centers for Disease Control and Prevention (CDC) officials, who used location data to ensure compliance with COVID-19 lockdowns and vaccination campaigns according to Vice, which was able to obtain internal documents through the Freedom of Information Act (FOIA).1

The CDC used the cell phone data to determine whether lockdown quarantine curfews and travel restrictions were complied with, to track people entering K-12 public schools, and to monitor the effectiveness of COVID response policies, particularly within the Navajo Nation.2

The cell phone data was given to the CDC by the databroker, SafeGraph, at first for no cost.  Starting in 2021, the CDC paid the company $420,000 to continue to receive cell phone data. SafeGraph is backed by billionaire and PayPal co-founder Peter Thiel3 and ex-Saudi intelligence chief Turki bin Faisal Al Saud, among other investors.4

 CDC’s Cell Phone Tracking Raises Privacy Concerns

Safegraph defends its action by claiming that the data they sold to the CDC is representative of large groups of people rather than individual people, which prevents any issues with user privacy. However, after privacy concerns were raised, Google banned all of its app developers from working with SafeGraph last year.5

The location data provided to the CDC was aggregated location data designed to show movement trends among a group of people such as where they live, work and where they go. However, there is concern that the data can be used to track a specific person by deanonymizing the data.6 Supporting the concern that aggregate data could be used to track individuals, SafeGuard has said that they will no longer sell location data belonging to people who went to health clinics that provide abortion services.7

CDC’S Cell Phone Tracking Data Also Used for Non-COVID Purposes

Using the COVID pandemic as the primary reason for purchasing the data on an urgent, emergency-use basis, the CDC conceded that the data was intended to be used for other non-pandemic response purposes, as well.

The CDC said:

CDC also plans to use mobility data and services acquired through this acquisition to support non-COVID-19 programmatic areas and public health priorities across the agency, including but not limited to travel to parks and green spaces, physical activity and mode of travel, and population migration before, during, and after natural disasters. The mobility data obtained under this contract will be available for CDC agency-wide use and will support numerous CDC priorities.8

Cyber security researcher Zach Edwards said:

The CDC seems to have purposefully created an open-ended list of use cases, which included monitoring curfews, neighbor-to-neighbor visits, visits to churches, schools and pharmacies, and also a variety of analysis with this data specifically focused on ‘violence.’… In my opinion the SafeGraph data is way beyond any safe thresholds [around anonymity].9

Internal documents obtained under FOIA revealed the CDC has at least 21 intended uses for the cellular data pertaining to COVID related matters, such as “implementation and cancelation of community mitigation measures and its impact on case and fatality rates;” analysis of bar and restaurant closing as compared to COVID cases and deaths; detecting hot spot locations; monitoring quarantine compliance; monitoring COVID and influenza vaccination rates and mask compliance; monitoring “points of interest,” such as pharmacies or vaccine distribution centers. However, the CDC apparently also wants to track cell phones for non-COVID uses, such as “research points of interest for physical activity and chronic disease prevention visits to parks, gyms or weight management businesses,” and exposure to violence in urban areas, among other uses.10

The CDC also bought cellular data from a Cubeiq on an emergency basis, reportedly because of COVID, but documents showed the federal health agency planned on using the data for non-COVID related purposes, as well.11

    I just contacted Apple support and they do not allow the CDC to automatically track anyone. Not they I trust them implicitly, but hopefully helpful.

      The tracker was added to all cell phones without our knowledge. I learned about this early on and was able to take it off my families phones.

          You don’t get the comment CAWS? A software update. That’s how. It’s called a back ground process, probably an auto update of some pre loaded application or function. The question you’re looking for is prove the data packet transmission. We may not know exactly how, but we know it’s there. Many a tech nerd has proved it. Cellular signal is a hard data type of data. It is not subjective, can be measured, having various levels of fixed states.

          I’m still waiting on Snowdens proposal of an oscilliscope item which attaches to your phone, operates independently of your phone, and can inform the phone users of every single ongoing process as well as any even minor elevations of power consumption.

          People are generally unaware of how sophisticated the technology they’re holding in their hands really is. Rather they are at first bedazzled by function, then confused by the application of functional deficiency which is imposed by the ‘insecurity industry’. Important concepts to be aware of. There are a myriad of companies whom support the cell phone industry, whom consumers are not well aware of their function name or even their presence. This is what the cell phone industry capitalizes on, consumer ignorance.

      Having reposited memory for every single action a cell phone performs in every single location it performs the action, is simply inescapable, because without that capability, there would be no cell phone technology.     Remember, your smart phone is not really OFF when you turn it off. My level of EMF sensitivity has perceived this for years. I have known people arrested and released shortly thereafter with zero charges made, for no reason known to them. How could police have known where they were unless their cell phones were being tracked?
    Find yourself a 4G phone that is not a smart phone, and keep it off and in a metal container unless you need to make an emergency call. Get a VOIP phone for your home (and wire your internet) and save the cell phones for real problems like calling a tow truck or for a medical or crime emergency.

    Privacy concerns? Are you nutz? That is why they sell these phones so that you will never have any privacy. They are purely spy machines. 100% of the time, even when turned off because they never fully shut down. I will be leaving my phone at home if this crappola comes around again and go where I please, when I please. The CDC can go to the devil and take the FDA and AMA with them for company.

    This is absolutely true, when I flew across country during Covid summer of 2020, I received recorded calls on my cell phone with a woman’s voice saying “stay safe, stay home” coming from the area code I visited. It was very disturbing.

    In March of 2020, Erie County (NY) Executive Mark Poloncarz held a press conference to discuss how the county was handling the newly developing pandemic. He specifically stated outright, in answer to one question, that the government has been tracking cell phone owners ever since the phones came into use and that the tracking would be ramped up to make sure people weren’t traveling from store to store to stock up on things they could hoard, among other uses. I thought I must have misunderstood him or imagined the comment, but my sister-in-law told me the next day that she too had heard the statement. I immediately bought a Faraday bag in which to carry my phone.

    This is a gross invasion of every American citizen’s privacy. But there is one thing that I can do or not do. And that is to not carry my cell phone around with me. I am reading about so many intrusive measures the government is trying to impose on us aside from Covid-19 «safety precautions » But many of them are dependent on our cell phones. I am considered to be a « senior citizen ». But I remember when we only had the black téléphones that plugged into the phone outlet. So it’s easier for me to just leave my home and leave the cell in my house. I am not sure some of these younger people would be able to handle being away from their cells for more than 2 hours. And Apple is coming out with all of these great devices like the « smart watch »
    which is a monitoring device.
    It’s really none of the government’s business where I am at any given moment. I see people in town yackety
    Yacking on blue tooth and cell phones. I don’t see what they are finding to talk about 6 to 8 hours a day. Maybe they just don’t want to think because if they bothered to stay informed and really thought about the information which is out there. You have to dig a little, but it’s out there for anyone to read, who can read. ( And that’s what’s coming next. It wouldn’t surprise me at all if public schools stop teaching kids to read and write.) People in the grocery store walking around and staring at their phones. I don’t see how they can do it! I cannot walk and stare at my phone at the same time! And cell phones are very bad for your health. Some people believe Covid 19 is a cover for 5G which will have disastrous health consequences for people.       Here, look into this product. This is a product I can get behind and still want to buy all these years later. The inventor mysteriously met an untimely demise, go figure.     I’m curious as to how they “ensured compliance”? I carry a smartphone and don’t take steps to conceal my location. I NEVER complied with any lockdown (or masking) mandates, going about my daily routines as I always had, stores, entertainment, etc. Granted, I did have to travel a bit for some things as some places did comply by shutting down. Fortunately, we live on the Wisconsin border, which never got as utterly stupid as Illinois. All in all, though, I just continued to live my life as I always have. Never had the CDC knocking on my door.

      Oh, they find ways to ensure compliance. People were getting notices they were within range of someone whom tested positive. It cost many people their jobs at worst, convenience at best. Some people volunteered to be victims of medical malpractice at dangerous hospitals because they were so hyped up by the fear. This is just a test run anyways. And why they continue to condition people to think they need phones on them everywhere for access. Wait till they actually try cashless, it’s going to be a total nightmare. Thank the internet hackers it has not happened already, they’ve destroyed the cashless idea because no cloud systems are reliable and digital fraud is on the exponential rise, so much so they just write off charges and don’t even bother pursuing most low level criminals whom engage in that activity.

    Alex Jones told sometime ago the only reason these phone are invented is to track everything about us. Be careful about excepting ungrades, location , and those helpful quick fill info. They can collect all kinds of info on you . A try to not take in the washroom,they can see you.
