As U.S. federal government vaccine policy shifts at the U.S. Centers for Disease Control and Prevention (CDC) under the direction of Secretary of Health and Human Services Robert F. Kennedy, Jr., some state legislators are proposing legislation that separates access to vaccines from federal vaccine use recommendations.1
Under HHS Secretary Kennedy, sweeping changes have already been made to federal vaccine regulation and policymaking. In May 2025, Kennedy announced the department would no longer recommend COVID-19 shots for healthy children or pregnant women.2
The following month, Secretary Kennedy replaced all members on the Advisory Committee on Immunization Practices (ACIP). He said the change was necessary to help “reestablish public confidence in vaccines science.” During the new ACIP’s first meeting in late June, members voted to recommend banning thimerosal from influenza vaccines. That recommendation was adopted into federal policy in July.1
Since 1964, the ACIP, whose members are appointed by the HHS Secretary, has made federal vaccine use recommendations for children and adults, the majority of which have been for vaccines given to children. ACIP recommendations are almost always adopted by the CDC. In anticipation of more significant changes at HHS, legislators in some states have taken action to to ensure vaccine access by proposing legislation that separates vaccine use recommendations from federal recommendations.1
Colorado Passes Bill for State to Consider Recommendations from Medical Organizations
During its last legislative session, the state legislature in Colorado passed a bill that directs the Colorado Department of Public Health and Environment to consider vaccine recommendations from medical organizations such as the American Academy of Pediatrics (AAP) in addition to ACIP, rather than relying on ACIP recommendations alone.3
“I think you could see the writing on the wall, that it was just becoming overly politicized rather than relying on actual science with this new HHS director,” said Sen. Kyle Mullica, who is also an emergency room nurse.3
NY Senator Introduces Legislation to Mandate Insurance Coverage for COVID Shots
Maine recently struck a reference to ACIP vaccine use recommendations within its state vaccine laws to allow the state health department to determine which vaccines would be available to residents of the state. New York state senator Andrew Gounardes introduced legislation in June that mandates health insurance coverage for the COVID shots, regardless of federal vaccine use recommendations. In July, the governor of Massachusetts, Maura Healey, filed a bill that would allow the state’s public health commissioner to determine the routine vaccination schedule without needing to exclusively consider ACIP recommendations.1
Some State Health Departments Push Back Against Federal COVID Shot Recommendations for Pregnant Women, Children
Despite HHS’s changed guidelines on COVID shots for pregnant women and children, a number of state health departments are still recommending vaccination for these populations. The Wisconsin Department of Health Services issued a statement that, “The recent changes in CDC guidance were not made based on new data, evidence, or scientific or medical studies, nor was the guidance issued following normal processes.”4
Neil Silverman, MD, professor of clinical obstetrics and gynecology at the University of California in Los Angeles stated, “We are severely disappointed,” and called the federal shift a “public health tragedy on a grand scale.”5
Major insurers have not confirmed whether they will continue to cover routine vaccinations if federal guidelines change. Currently, health insurance plans follow federal vaccine use recommendations approved by the ACIP.1
AAP Releases Its Own Vaccine Schedule
The AAP and other medical societies have pushed back against the new HHS vaccine use recommendations. The AAP recently released its own childhood vaccination schedule. This schedule included recommendations for children to receive the RSV monoclonal antibody shot and influenza and COVID shots. Contrary to recent COVID shot use guidance by HHS, the AAP has recommended COVID shots for all children between six and 23 months old, as well as children over the age of two who are at high risk for severe disease.6
Kennedy criticized the AAP’s move on X, stating:
AAP is angry that CDC has eliminated corporate influence in decisions over vaccine recommendations and returned CDC to gold-standard science and evidence-based medicine laser-focused on children’s health.” Kennedy also pointed out that the AAP may be biased because the medical trade group is funded by pharmaceutical companies, including Moderna and Pfizer.6

I want to know other countries have only 23 shots & boosters as the schedule and the US has a total of 90 (which includes pregnant women). And some of those countries don’t mandate them such as Japan and Sweden. Those countries have seen less autism, allergies, cancers, and deaths. END THE MANDATES!!!
All doctors and especially politicians who want to retain the vaccines should be given 20 years in federal prison with no possibility of parole or shortened sentence. Mountains of valid proof shows the jab to be destroying lives by death or destruction of immune system.
Informed consent should override all other mandates. And if Docs were liable for vaccine injury or death, they would not be incentivized to convince their patients that they are safe and effective. If they were, we would not be experiencing covid from vaxed people. Some docs were getting as much as $3000 per day from the Pharma cartel.
The released emails from several whistleblowers exposed Fauci’s weaponizing covid at the Wuhan Lab in China. And his protocol of using Remdesivir ( of which he gets royalties) followed by putting a patient on a ventilator was a recipe for death.
All the major media outlets in the world had the exact same message. Coincidence? They used fear, lies, and ineffective lockdowns to create a climate of vaccine acceptance.
Vaccine hesitancy is now on the rise due to distrust of governments who represent the billionaire class that’s above the law. The next Plandemic may be their last hurrah as they are all exposed.
Oh no! Is someone taking away their cash cow? The horrors!
For sale political sell outs. We said no to vaccines and we meant it. No means no and it does not mean anything else. We’re not going to listen to any recommendations. Ever. We don’t care whom the pharmasuetical industry bribes, entices, funds, donates to, or otherwise hires to push they’re products. We’re never ever subscribing to any vaccination schedule. Never.
The Covid “vaccine “ was never properly studied and proven before it became widely pushed on the public and some people were harmed all for profit.

NOTHING in this world from now on will “reestablish public confidence in vaccine science” also known as va$$ine $cien$e! I hope new parents wake up NOW and see that AAP is funded by big pharma and no one really gives a rat’s ass about their children.
This is a sad article. [People] states undermining the HHS because they are so strongly entrenched in their own beliefs about vaccination, regardless of scientific proof otherwise. It has always been this way. Once the sheep were swayed in the direction of how great vaccines are, no amount of scientific proof to the contrary would allow them to change their minds and altar their course. Undeniably, the evidence is usually buried. No one wants to believe that they have made the wrong decisions for their family. I get it. Vaccines are a deeply held religious belief. Just don’t make me hold to your same beliefs.
The fact that these states are taking it so personally and saying the issue has been politicized and is not based on scientific fact proves that this is simply a knee-jerk reaction to guard their deeply held religious beliefs. Believe what you want, but don’t force others to hold those same views.
Robert Kennedy, Secretary of HHS has been forging ahead armed with factual science-backed information. He is not out to harm you, but to give you correct information and a guided choice, rather than a mandatory evil (that’s what it is for those of us who don’t want to partake).
